01What Swift Ledger does today
Swift Ledger connects the proprietary ledgers of the 17 participating banks through ISO 20022 messaging. It produces a firm interbank commitment, available 24/7, but it holds no asset and settles nothing itself: final settlement still runs on existing RTGS rails and correspondent banking.
| 17 banks | Swift Ledger | Interbank commitment | |
|---|---|---|---|
| Role | Proprietary tokenised deposits | Orchestration and ISO 20022 messaging | Firm instruction, 24/7 |
| Limit | One deposit per bank | Holds no asset | Not yet final |
The instruction is available 24/7; the money isn't, until the next business day.OpenbanQ, July 2026
02What's missing: three initiatives building atomic finality
- Project Agorá (BIS)Tokenised central bank reserves; 7 central banks and 40 institutions. Swift is one of the 40 participants.
- Project PangeaAtomic PvP via Chainlink CCIP on regulated EUR and KRW stablecoins. Swift provides ISO 20022 messaging only.
- CLS going on-chainFX PvP with JPMorgan and Bank of America; $6.5 trillion settled per day today. Anchors FX settlement risk.
Each solves a different piece of the settlement-asset problem.
03The bigger picture: parallel rails and 24/7 finality
Other rails are advancing independently, often along distinct geopolitical lines: The Clearing House Network, a US bank rail launching in 2027, and mBridge / BRICS Bridge, a CBDC rail outside the BIS. Swift's realistic role is not to become one more rail but the interoperability bridge between them.
| Instruction | Settlement | Outcome | |
|---|---|---|---|
| Today | Swift Ledger, 24/7 | RTGS / correspondent banking | Cut-off: next business day |
| Target | Swift Ledger, 24/7 | Atomic layer (Agorá / Pangea-type) | Final settlement 24/7, no cut-off |
The real shift is from “always on” to “always final”: with an atomic layer, the same instruction becomes continuous, final settlement, with no more waiting for the next business day.
